Register a new spectrum licence
Overview
Licences in the Register of Radio Frequencies can be either radio or spectrum licences. Learn more about radio and spectrum licences.
This procedure applies to spectrum licences only.
What is required?
A statutory form Spectrum licence (Form 7) is required to register a spectrum licence.
A Form 7 that intends to create a new spectrum licence is not valid until it is registered in the Register of Radio Frequencies. In order to register a spectrum licence a Form 7 must be submitted to the Registrar of Radio Frequencies.
When an application and a resulting planned spectrum licence is certified in SMART (by an independent engineer), the Form 7 will be submitted by the Management Right Manager to the Registrar electronically. You will receive electronic notification direct from the Registrar once your licence has been registered – only at this point can you commence transmissions.
An independent engineer will be able to apply for a licence on your behalf if required.
What if the planned licence isn't entered in SMART?
A paper Form 7 can still be presented to the Registrar. The following applies;
- The correct Form 7 option and type of licence must be identified
- The Form 7 must also include the Schedule details of spectrum licence and a certificate from an approved radio engineer
- The Form 7 must be in duplicate (two originals)
- Both originals must be signed by the relevant Management Right Manager
- Both originals must be attested by a witness
Paper Form 7s can be delivered in person or by post. It is Radio Spectrum Management’s strong recommendation that posted Form 7s are sent by registered courier. Form 7s are received at two different locations depending on who the owner of the management right is:
