Radio Spectrum Management SMART System

The Radio Spectrum Management (RSM) Group is part of the Business Services Branch of the Ministry of Economic Development. It administers the radio spectrum under the auspices of the Radiocommunications Act 1989 and its subordinate regulations, the Radiocommunications Regulations 2001.

SMART’s Key Components

Online licensing:  Web enablement of the end-to-end licensing process including online applications and real-time issue of some licence types, comprehensive search facilities and fast, easy and secure online payments.

Online Annual Renewals: An annual licence fee is payable for most radio and spectrum licences and is due one year in advance. A discount is given for paying online.

External engineering:  Clients have the option of either nominating RSM to complete engineering requirements and certify their licence applications, or contracting an Approved Radio Engineer (ARE) or Approved Radio Certifier (ARC) to do it.

Register of Radio Frequencies:  SMART is considered to be the legal Register of Radio Frequencies.

Field integration:  An internal component of SMART which aligns and integrates RSM’s field and compliance activities with the licensing function.
